Remembering the simple magic of childhood when mom or dad would kneel by your bicycle with a standard playing card and a wooden clothespin and
attach them to the bicycle frame.
The card would flap against the spokes and produce the rumbling sound. Unfortunately, the playing card would only last a few days before you would have to replace the card.
